Joseph Baumer served in the United States Army during the Second World War. He hailed from the state of Minnesota, U.S.A. He was of German descent, having a German-born father and an American mother.

Baumer arrived in Northern Ireland on 26th January 1942 aged 23 years old as part of the first contingent of American troops. Before enlisting, Joseph worked as a salesman. When interviewed by a reporter from the Northern Whig newspaper, he stated:

Hello England. I believe you have got a V for Victory sign here. Well, that is our sign too.
