Lieutenant Colonel Hampton Atkinson Dougan M.C. (127133) served in the Royal Army Medical Corps during the Second World War. He was the eldest son of North Armagh Coroner Dr. George Dougan M.P. and Mrs. Dougan of Millicent Terrace, Church Street, Portadown, Co. Armagh. Two younger brothers - John McDonald Dougan and George Dougan Jr. also served during the conflict.

In civilian life, Hampton attended Portadown College, Portadown, Co. Armagh, and Campbell College, Belfast. He qualified as a doctor with first-class honours in June 1938. During his time studying at Trinity College, Dublin, Ireland, he was a keen runner and captained the university athletics team as well as being a member of a rowing crew. Upon the outbreak of the Second World War, he enlisted in the Royal Army Medical Corps. On 28th September 1940, he was a recipient of the Military Cross for gallantry while serving with in France. He later served in 37th General Hospital, West African Force and No. 1 West African Field Ambulance, India Command.

A touching reference to the death of Major H.A. Dougan was made at the Junior Orange Service in Thomas St. Methodist Church on Sunday afternoon when Bro. Rev. H.W. Plunkett extended the condolence of the Order in the Portadown District to their District Master Dr. Geo. Dougan M.P. and Mrs. Dougan in their sorrow.

Lieutenant Colonel Dougan died on 20th October 1944 aged 29 years old as a result of an illness contracted while conducting research work. His grave is in Section 4, Row C, Grave 10 of Ranchi War Cemetery, India. His name is on the Portadown War Memorial, Portadown, Co. Armagh.
