Commissioner Samuel Black Underwood served in the Control Commission of Germany (British Element) following the Second World War. He was the son of Samuel Underwood and Mary Underwood, and the husband of Violet Underwood of Belfast.

Commissioner Underwood died on 1st June 1946 aged 41 years old. His grave is in Section 1A, Row E, Grave 15 of Hamburg Cemetery, Germany. His headstone bears the inscription:

And there shall be no more death… Neither shall there be any more pain.
